I am trying to sync my Contacts from my iPhone 4s with my gmail. I cannot use iCloud, as the wifi on my phone no longer works. In iTunes there is the option to sync, but only Outlook and Windows appear, I do not have the google option that everyone is mentioning. Is this because I have an iCloud account on my phone? Any help is greatly appreciated.

I saw that, deleted all accounts (except iCloud) and added only the cardDAV account and still no sync option. Also, other than within the phone app I see nowhere to launch Contacts, as indicated in the directions.

Yes, I've done all of that. I have over 400 contacts in my phone and currently I have 50 in my Google Contacts. I see no option to initiate a sync, other than through iTunes, but the Google option doesn't exist in iTunes for me.
You don't use iTunes to do this. Why don't you just start over, or get the Gmail app.

You don't need wifi to use iCloud.

to automatically backup to iCloud.
That message pops up when you plug in your iPhone because you have iCloud backup turned on.
Don't backup to iCloud.
Select the iPhone in iTunes, click the Summary tab and select Backup to this computer.
You can still sync contacts (& everything else) using iCloud.

Okay, but that's issue. When I backup to my computer, the contacts are syncing with my (work) Outlook account. I don't have the option to choose Google, the only option is Outlook.

Backing up and sync are two different actions.
You need to not sync contacts but still backup to your computer (and fix your wifi issue).
Select the iPhone in Tunes.
Click the Info tab, scroll down and uncheck Sync contacts.
On the iPhone, Settings > Mail. Contacts, Calendars.
Then Add account... and select Google.

If this is an Exchange account, & I suspect it is, that's your problem, & there is no "easy' fix. By design, the Exchange server owns the data, not you, & that's why you can't sync these contacts any other way. In fact, if you delete the account, the data gets deleted with it.
