If you followed the procedure in the Apple support article from which you came and your iPhone remains locked, then most likely the carrier did not actually process the unlock request. You will need to contact your carrier again and get them to actually process the unlock. Many carriers, having no incentive to unlock your phone, drag their feet on processing an unlock request and may lie about it.
