I cannot open the icloud control panel, so I can enable icloud photos. The control panel continues to search but to no avail. I have Windows 7 and Internet Explorer 11.0.4.

I cannot open the icloud Control panel. Also, I want to access icloud photos but they are not enabled. I have followed the instructions for set up on my devices. Can someone please help
