How do I recover a site onto the top sites after removing it?

When you hover over a top site, a menu shows that can pin the site as a permanent top site and it can "never include as top site" does never mean never ever? How do I get it back? I dont want to reset safari either.

The eventual solution came about when I was bookmarking a random page using ⌘D or the + button left of the url bar. I noticed one of the options of where to keep the bookmark is Top Sites; when I tried to do this with Gmail, it worked!
