I got a file from a European using a PAL HD Cannon Camorder. In Windows 7, its recognized as an HVCHD file and opens fine in a Windows Media Player. However, its recognized as an 'MTS MPEG Transport Stream' file in my G5, and will not open in QT, nor MPEG Stream Clip.
Does anyone know how to convert it so it will open in FC, or QT?

That's an AVCHD file. You will need ClipWrap2 to convert that to ProRes. Ooof...if you can. A G5 and converting video to ProRes...takes time.

I'm converting for Standard Def in FC6.
ClipWrap2 costs $49 and is not compatible in 10.4

I've never used that free one. It's free...so try it and see.
