It is not free, unless I missed something. I was going to install on my IPad and Microsof wants the annaul fee of $99.00. Did I do something wrong?

The Office apps are free, but only allow you to view files. You can't create or edit files with the free apps.

I just downloaded excel and was able to activate with our corporate Office365 license. I then could access and edit documents on my personal OneDrive. So far I am fairly happy with Excel on the iPad.
