ipod seen but not detected

I uninstalled all itunes & apple software and reinstalled itunes. My itunes sees my ipods but will not detect during last diagnosis and will not sync. I ipad has no issues. 1 computer that has same issue is running win8 and one is running win7 pro. This is an issue that just started about 1 month ago and I didn't realize things weren't downloading but it's extremely annoying since I can't take my newly purchased music anywhere except home. What do I do now? Thanks.
