restoring from iCloud

I just bought in iphone 5S at best buy... they transferred my photos and contacts from my 4s there, which was fine, until I compltetly activated the phone and it duplicated ALL of my photos (not my contacts). I reset the phone and am trying to do restore my pictures off of icloud, but it seems like it is taking forever. It has been about 2 hours and only a few pictures have downloaded. Is this normal?? Is there anything else I can do?? Any hlep is really apprecited!
