You must be at least 13 years old to post to the Site. If you are over 13 years old but have not yet reached the age of majority, you must have your parent or guardian's permissions to post to the Site.

Jun 10, 2014 7:18 AM in response to Oznorts1by varjak paw,Probably not automatically since the Hosts have millions of users and thousands of new posts weekly to have to deal with and probably have no mechanism for tracking a single request like this over months/years, though Zach may say otherwise. At the time your brother turns 13, someone will probably need to contact the Hosts again to request unblocking.
