Custom ringtone issue??

so i created a custom ringtone with high gain because of low ringer volume. but it wont play it loud. i knw it can coz i have same file as a mp3 and its lound enough in my iphone's itunes but that exact same file as a ringtone is low on sound. why?? why would someone do like that..?? n if i keep on clicking the ringtone it plays it loud and if i play it again it plays with low sound.. like first play a ringtone and while it is playing click again twice, fast, it will pause for a moment and plays it again with high sound.. what is this?? a bug.??
