I'm attempting to do a purchase from a game app I have. I put in new payment information and now i get a message saying the purchase cannot be completed. Any ideas why?

I'm trying to make a purchase from a game app on my phone. I go through the process, entered a new credit card for billing, but I get a purchase cannot be processed. Any ideas why?

iPhone 5c, iOS 7.1

If you are also getting a message to contact iTunes Support then you can do so via this link and ask them why the message is appearing (we are fellow users here on these forums, we won't know why) : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
