I cannot make in app purchases anymore from my apple id. Restrictions are off. I even tried to make a new apple id and put my credit card information on that apple id, but it did not work. Please help me with my problem.

Depending on the error you are receiving, you may need to contact iTunes store support. That is probably why you can't make in app purchases. http://www.apple.com/lae/support/itunes/contact/
