I did a Restart and that didn't help. I also had tried this today:
Then I found out that theAdobe PDF plugins aren't supported on the new versions of Safari, so I uninstalled them. Here's how:
1. Go to the folder : Your Hard Drive / Library / Internet Plug-ins.
2. If you see the files AdobePDFViewerNPAPI.plugin andAdobePDFViewer.plugin, drag them to the trash.
3. Restart Safari. Pointer issue should be fixed.
I couldn't go any further than Internet Plug-ins, but since I did a Restart now I could drag the two above items to Trash and now I'll do a Restart Safari and HOPE!
Since I did the full Restart you suggested I was able to delete the two Adobe items above and now I Quit Safari and Restarted Safari and my Arrow is BACk. Yeah!! Thanks for the help.

Yes that was very helpful. Appears to have solved the issue. Make me stop playing online games.
I did reboot. Also I have no Adobe plugins.
