Why i dont have facetime on my iphone4s

I cant find my facetime kn my iphone it doesnt appear when I call someone on my contact list and no call icon or facetime icon when i click and email/appleid on my contact list. Please help thank you

iPhone 4S, iOS 7.1

Where did you purchase your phone.

Settings - general - about - do you see AE in there.

Have you double check restrictions?
