... They stated that is correct, Apple does not allow you to send or receive pictures from anyone that is not on an iPhone. Is this true? Just until 2 days ago I was able to send pictures to anyone just fine.
Does anyone have any suggestions how I can get this fixed?

Please realize that anyone with a brain in our heads have already checked the messaging support page, and nothing on the page helps. I have the same exact problem as Jeepboi81. I have:
Made sure that Airplane Mode is off
Made sure that MMS Messaging is on
Turned Cellular Data on
Made sure that I have a cellular connection
Made sure that Wi-Fi is off
Made sure that I can send/receive sms
Restarted my iPhone
Reset the Network Settings on my iPhone (At least four separate times!)
Made sure that the contact I am trying to message is not blocked
Made sure that the area code is included in the number of the person I am trying to message
Absolutely NONE of that has worked. When I try and send a picture message to my friend who is not using an iPhone, i get a "Message Not Delivered" notice. When they try and send me a picture message, i never receive it. And to top it all off, Apple charges $19 for online customer support, so that is not an option for me. Thus, Apple's Support services are useless, and any new ideas would be most appreciated.
