The seller needs to log on to his or her iCloud account and erase the iPad from the account
They need to login to iCloud.com on a computer, or another Apple device they can go into find my iPhone app.
If it's asking for security questions then it was not properly wiped. and if the seller can't give you those answers then that iPad may not have been theirs to sell in the first place, so I'd take that iPad back and get your money back.
