Your iPad has been Activation Locked, which is described here:

You need to return to the pawn shop and have them do one of two things:
1. Refund your money.
2. Contact the original iPad owner and have them unlock the iPad.
iOS 7 have an activation lock. The previous AppleID owner needs to unregister the device, or you will have only a paperweight.
Pawnshop as seller makes it unlikely they will give you contact information.
Try to get your money back, but the reason you give to return if they even will return is a MAJOR reason they could never sell it.
If you are trying to activate an iPad or iPhone and it is asking for a previous owners Apple ID and password, you have encountered the Activation Lock. My suggestion unless you have need of a brick that looks like an iPad is to take it back and demand your money be refunded.

If you ipad is requesting the AppleID and password of the original owner then it is Activation Locked and useless.
Return it for a refund.
