Does File > Import > Library preserve Aperture's safe-edit feature?

I've got two iPhoto libraries that I need to merge and I want to do so in a way that preserves the safe edit feature of iPhoto and Aperture. Also, this is not a major concern to me but is theres a way to have File > Import > Library not import possible duplicates. Will it notify me of duplicates like it does when importing photos off of a camera?

MacBook Pro with Retina display, OS X Mavericks (10.9.2)

Yes, since Aperture 3.3. you can use Aperture to merge iPhoto libraries,

see: http://support.apple.com/kb/HT5296

The iPhoto version and Aperture versions need to be compatible - e.g. iPhoto 9.5.1 with Aperture 3.5.1

Merging will preserve the lossless workflow. If there are duplicates the conflicts will be resolved like you specify, when prompted. You pick one library as the dominant library, and if there is a conflict, the version in this library will be kept.
