As you are composing the mail, try Message > Remove Attachments from Mail's menu.
You can hit reply but changes the addresses and subject yourself. Forward will include the attachment by default whereas reply does not. I do this a lot, it's become habit when I don't want the attachment to go.

If I want to send an attachment (document, photo) to person A can I cc person B on the same email without including the attachment?
That way person B knows I have sent the attachment to person A withoout needing to have a copy of the attachment.
I don't believe it's possible to have some but not all folks see an attachment in the same email, regardless of whether their addresses are on the "to" line or the "cc" line.
You might consider sending two separate copies - one with and one without the attachment - each aimed at the appropriate folks.
