Q: credit card/gift card issue

then credit card details will need to be entered before the account can be used to buy/download any item from the store. As long as you are buying content for yourself your balance should be used first.
How purchases are billed : http://support.apple.com/kb/HT5582
If you are trying to gift an amount or an item then your credit card will be charged, you can't gift from your balance.
