Is there any way to track a stolen Iphone here in the Philippines?

If you set up the find my iphone feature on the iphone itself then go to icloud.com and see if it can be located.
Otherwise it cannot be tracked

It is not an app. It is a built in feature of the iphone. You simply had to turn it on when you set up your iphone.
It does not require an app. You activate Find My iPhone on the device itself, within the iCloud settings area. Did you do that prior to losing the phone? If you are not sure, then log into www.icloud.com on a computer with your iCloud ID and password to see if you can see the phone.
Ohhh. Sorry. I'm not familiar with that feature.
