I need help troubleshooting SSH; unable to remote-login to Server 3.1.1 on Lan

Running Server 3.1.1 on a Mac Mini. When I issue the command 'ssh user@server.local' from my iMac to my Mac Mini, it fails with a timeout. I can ssh into the server locally using the command line. In this case the server responds instantly. It has been a while (couple months) since I tried this from my iMac but the last time I did, it worked just fine. There have been a few updates to the Mac Mini including the updated versions of the Server and Mac OS X 10.9 minor updates. Curently I'm stable with Mac OS X 10.9.2


Ultimately I want to get the Xcode service running but lets not bother with that for now. I need SSH as a first step.


How should I proceed to troubleshoot this issue?
