Can I use the Airport Time Capsule to back up both of my windows XP computers that I am replacing with Mac?
Then can I pull that information into my Mac system? Like emails and Outlook folders, favorites in FireFox, etc.

No, time machine as software will only work on Mac
You could use the time capsule drive just as an external drive and manually copy stuff around but not advisable, I'd use another external disc
You can use migrate from a PC but as per turbostar it cannot be from the TC.. you need to connect via network to the PC.
I am not sure how well it work from PC to Mac as obviously some files formats will not be compatible.. or applications.
