Cannot change passcode. How to fix it?

I can unlock my ipad with my passcode. I mean the passcode (4 digits) it requires every time you slide "slice to unlock". Yet when I try to change this passcode in Setting-General-Restrictions, it is not taking the passcode. I am 100% sure I put in the right code as it is only 4 digits.

Is this a software bug or this is not the right place to change the passcode?

Thanks for help.

Looks I was looking at the wrong place for changing passcode. Passcode change menu is 2 menu down General (under settings). I have been searching in the submenu under General.

But just curious, what the is Restrictions? How to turn it off? I believe you need to enter a code first to turn it off. What that code will be? I never think of that I have one.

Thanks.

In order to turn on restrictions, you will be prompted to enter a passcode. This can be the same as the phone passcode or be different. Restrictions allow you to control what someone else can and cannot do if you let them use your phone. For example, you can restrict the purchase of apps or in app purchases. If you don't let someone play with your phone, you probably don't need to set up any restrictions. Our IT staff at work has set up restrictions on our work phones so people don't go crazy and download apps and play games all day.
