My iphone5s keeps displaying, data usage . How do I get rid of this display

What exactly is the message being displayed?
I've never seen such a message on an iPhone unless the user is on the Usage screen.
Is the device possibly jailbroken or have you installed some data monitoring app?
It's not jailbreaked and no I haven't installed any data monitoring app. Wish I can post d image here. It's so very irritating. Until I press dismiss, it wouldn't go. For example, when d alarm goes off in d morning , I can't turn off the alarm until I first dismiss the data display screen.

I doubt the message is being generated by iOS.
