how do I stop sites automatically loading into top sites?

Sites I have been using automatically jump into vacant places on the top sites page where I don't want them. How do I maintain control of top sites so that only the pages I want to be in there go there. I have already done the clearing thing through library but the sites keep jumping in. Also the edit button in the left hand corner has disappeared.

Mac Pro, iOS 7.1

Pin enough sites in place so new ones won't load. You can also go to Safari/Preferences/General and reduce the number of Top Sites that load/show.
