Q: Why did my iPad stop playing music

Your tagline shows iOS 4.3.2 and I don't remember what the Music App was called in that iOS, but that is the app that you should close.
Tap the home button once. Then tap the home button twice and the recents tray will appear at the bottom of the screen. Tap and hold down on any app icon until it begins to wiggle. Tap the minus sign in the upper left corner of the app that you want to close. Tap the home button twice.
Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.

When I try to play the iPad songs through iTunes on a win computer I get an exlclaimation point to the left of the name of the song. I thought that meant to reorganize your library but I have no idea how to reorganize a library on the iPad.

I'm fairly certain they are on my iPad. What would I be transferring? The Mac I used to load my iPad is dead. I don't know why I need to RE transfer songs that are already on my iPad.
I never updated because every time I update an OS something goes wrong or features I use are deprecated. My iPad has always worked fine as is.
I tried to get my songs - which I own - off my iPad but Apple made that nearly impossible. I think that is where my problem began.

You did say that you "paired" your iPad with your Windows computer and that most likely caused the problem. Why iTunes didn't erase the songs completely is a mystery to me.
You also said ....
I think this all started because my Mac died and I tried to pair my iPad with a win laptop to recover my 15gb of music I've stored over the years, 99% from CDs I've copied into iTunes.
The part of the sentence that I made in bold type sounded to me like you copied the music from CD's into the new PC. Right or wrong, that was how I read it anyway.
Unfortunately, Apple makes no provision for moving non iTunes purchased content from the device back to your computer. There are third party applications that will do this, but you still need a computer in order to do it.
I apologize if I misread and misinterpreted your questions/statements, but I don't know what else to tell you. Maybe somebody else has an idea that will work.

I can't sync my iPad to my new computer or it will erase my songs - at least that is what iTunes led me to believe. Most of the songs I copied from CD's I've since lost - like a fool I figured once they were on my Mac and iPad I had them forever.
So my iPad thinks it is unorganized and there is no way to tell it otherwise. There is no way I can play the current songs on the iPad from the iPad with no computer hooked up to the iPad.
