Do refurbished imacs come with keyboard and mouse?

Do refurbished iMacs come with keyboard and mouse? It suggests I buy these, so I am thinking they don't, but why would a computer not automatically include a keyboard and mouse, even if its refurbished? Anyone have experience buying a refurbished iMac and finding out they need to buy a mouse and keyboard as well?
