I'm trying to set my settings for icloud but it says "This is a valid Apple ID but not an icloud account, what am I doing wrong."

What am I doing wrong.

You can't create a new iCloud acount using a PC. You must create it on an Apple device, a Mac or an iPad/iPhone. Then you can use it on your PC.
