I want my pages documents stored in the cloud so I can access them on my iphone and my air ipad but not my first gereration ipad. Is there some way I can instruct pages or icloud to limit syncing to particular devices?

No, not in terms of a setting within icloud itself, or for specific documents. You will need to turn off icloud on the device you don't wish to sync (Settings app > Pages Use iCloud (turn OFF)
