Why does data usage increase when phone is sleeping?

My cell data usage keeps increasing, even when I'm not doing anything on the phone. The amount is in System Services portion of cell data use, and includes iTunes Accounts, Software Updates, Push Notifications, etc.. Since I have turned off Push notifications, location services, do not use cellular data for iTunes or App store, and there haven't been any software updates in the past few days, why are these amounts (and others) increasing? How do I stop this data leakage?

The only thing that stops this is to turn off wifi and cellular.

iPhone 5s, iOS 7.1
