Sounds like you have "Do-Not-Disturb" set on. Go to Control Centre (swipe up from bottom of home screen) and press the quarter moon icon on the top row.
Check to see if you have Do not Disturb turned on: Settings app > Do Not Disturb (both the Manual and the Scheduled should be turned OFF if you do not wish to use the function).
Ok, that fixed it.
I was wondering what the half moon thing was.
it auto set to "do not disturb" with latest software update.

I am having the same problems when my phone goes into locked mode. No calls or texts come in. I went into settings, do not disturb, everything that is mentioned above is turned off. However; at the bottom of that screen it says Silence: it gives 2 options: Always or Only while iPhone is locked. The second choice is checked. The only other thing I can do is check " Always". I can't uncheck both of them??? Suggestions. I am thinking now I shouldn't have set my phone to lock with a password? Can I change that now?
the settings at the bottom is irrelevent, if your Do not disturb is not enabled either in manual mode or scheduled mode.
these settings, "allow calls from", "repeated calls", "silence, Always, only when is locked" take effect only if your "do not disturb" is enabled(when you see a half moon symbol beside your battery symbol).
There is not a half moon. Still no ring or text alert when the phone "shuts down" per say. I have the auto lock setting at 5 minutes?
