How to stop Safari from reloading pages after restarting Mac?

Is there any setting that I can change on my MacBook Pro (OS X 10.9) that will stop Safari (version 7.0.2) from reloading pages when I restart my Mac? I want Safari to restart and have the tabs/pages open, but don't want the pages to refresh/reload. My specific issue is that I need to login to my VPN after restarting my Mac before Safari can access that content. Any help would be appreciated!
