That doesn't make sense.
Google Hangouts is a chat service by google. You can't Airplay a chat.
You can use Airplay Mirroring to display your iPad screen onto a Tv using Apple Tv, or a projector using an HDMI cable, but that is independent of the App.
What exactly do you want to do?
Google Hangout is a video conferencing tool which has a chat feature. I have apple tv connected to tv, Ipad will mirror on TV, but when i start video hangout airplay option disappears. I should be able to mirror the video screen via airplay.
Its possible Google blocked the mirroring option for the video portion.
If everything else Airplays as expected then its possibly a Google issue, in which case Google support may be able to provide more insight.
Could be that Google has opted not to support it.

If Airplay mirroring is functioning prior to launching the video feature then Google has opted to block this option. I'd suggest it probably works with a Chromecast.
