Updated iPhone and iPad now I can't make purchases. Says in app disabled check parental controls

That implies that you currently have Settings > General > Restrictions > In-App Purchases (under the 'allow' heading) set 'off' on your iPad and iPhone - have you checked to see if that is the case ?
