anyone else have this problem after updating to iOS 7.1
reproduce as follows:
1. Start App Store.
2. Click on Featured.
3. Log out of your account (if already logged in)
4. Go to Updates.
5. Update any available app.
6. When User Name/Password appears, click Cancel.
7. Close App Store and exit any open apps.
8. Network activity icon active on home screens until you power down/restart
