You can extend it using an Ethernet cable between the two, or wirelessly.

When you initially configure the Express, AirPort Utility will determine if a viable network connection exists on its Ethernet port first. If one does not it will then determine if a wireless connection to your other Express exists. Those are the only two connection options. It will then determine if you are already using a router, or not. AirPort Utility will subsequently propose the correct configuration and prompt you to enter any applicable parameters such as your wireless network's password. This automatic configuration scheme works fairly well.
