Q: I can not send a message to someone from my iPad mini unless they have an I phone how do I change this

Just sign in with your  ID. Do this from settings or the messages app itself.

You cannot use SMS on an iPad mini as it requires a cellular connection to work.

There are other apps that you may be able to use (like Viber) which mimic SMS to some extent.

iMessage only works between other Apple iOS devices.
