I'm using an iPhone 4S running iOS 7.1. On iOS 6, VIP emails would show up as notifications on my lock screen, but now they don't. Screenshots of my settings are below. I tried changing the settings and turning the phone on and off.

Close all open apps by double-tapping the home button, then swiping up and off the screen with the app window (not the smaller icon).
Reset your device: hold down the home button along with the sleep/wake button until the screen goes black and you see the Apple, then let go. (No data loss)
Maybe you should change your Alert Style to "Alerts" rather than banners
Thanks for the suggestion, but I previously had it set to "Alerts", and it didn't work then either.
One thing your screen shots didn't show was the entry right at the beginning of the Notification Centre settings. You do have Access on Lock Screen - Notifications View turned on don't you ?
Yes, it's turned on.
