is messaging turned on is settings?

is the 'receive at' address in settings, imessage the same as the receive at address on the phone?

Have they sent you the verification e mail for the phone?

Check the receive at address real close for any kind of spelling error. if the phone 'receive at' address is the phone number only, and the pad receive at address is your e mail, they will not get the same messages. You can add additional 'receive at' address to both devices.

It's best to use an email address (free gmail.com) on the iPad for iMessage.
