Q: How do I set my iPhone to except and receive text messages

You can't. iPads do not natively support SMS. You may find some apps and services in the app store. I would suggest reading the descriptions very carefully.

To send texts to non-Apple devices you will need another app from the app store. The iPad can't do that out of the box.
