My phone is locked and will not let me swipe
All of a sudden my phone is speaking to me and I can not unlock my phone. It won't let me swipe unless I double tap. Then nothing happens

It sounds like you have Voiceover turned on; try triple clicking the Home button to turn it off. You may need to restore your iPhone if you are unable to disable it or able to navigate to Settings > General > Accessibility.
