I had to change my Apple ID - is there a way (hopefully easy) to transfer all the apps i have bought over to the new ID? - is it something that can be done from the Apple site - or I was thinkin you could just copy the directory on your mac if you setup a user on the mac with an id that was the same as the new Apple id and then copy the app directory or folder to that new location - or is there some DRM that would prevent that?

Basically, none; only the iTunes Store staff can do that, and they will probably refuse. Each of those applications has the old Apple ID stored inside it.

the apps you download are forever linked to the ID used to download them and can only be updated with that ID. There is no way to change that
No. Apple content is forever tied to the Apple ID used to purchase it.
You should not make a new Apple ID. If your email changes, you can change your Apple ID to match the new email.
