My in-app purchases is turned on but I keep getting a message saying "In-app Purchasing disabled, check your parental control settings and try again later" what do I do?

My in app-purchases are turned on however I keep getting a message saying "In-app purchasing disabled, check your parental control settings and try again later. I have checked everything all sweet. Why won't this work????? Appreciate any help
