My apple account and email account have been hacked. How do I change my account and email address and not have to buy everything again?

I keep getting stuck. My Apple account has been hacked, so my password is not recognized. The hacker also changed the security questions, so I cannot answer them. When I ask for help with the password, the address the help will be mailed to is not my address. I want to change my Apple account and use a new email address but I do not want to lose everything I have bought. Anyone know what to do?
