Why can I not re-scale wallpapers?

Since updating to iOS 7 I now cannot re-scale wallpapers. They now all appear zoomed in and don't allow me to zoom out. So now all I get is a quarter of the desired background that I want. Phoned support and all the advised was to turn on the reduce motion in settings, which didn't help, then turn off perspective zoom, which also doesn't work. They then said " that it's supposed to not be able to zoom out" and that it was intentional after the update so I guess we're all screwed then. After googling the problem I now notice that thousands of people have the same issues. Can anyone shed any light on this issue? Thanks in advance.
