if i have aperture 3.5.1 and they release 4.x later do i get the update or do i have re-purchase the software

At this time we have no way of knowing. If Apple were to release it as an update to the existing Mac App Store version the update would be free, but they could decide to release it as a new app in which case you'll have to pay again. We'll just have to wait and see at whatever time Apple releases such a new version, should they ever do.
