Why are there songs in my playlists that don't show up in the library on my iPhone?

I have quite a few songs that I can't find in the "songs" section that when I go to a certain playlist, they are there? Isn't the "songs" section supposed to list every song I have on my iPhone? Isn't that the point? To be able to find any song in that section no matter what playlist it is in?
