how do i fix the problem with installing itunes and it says it can't run error (2)

i am having trouble installing itunes on my windows 8. i did have it on there but then i uninstalled it to reinstall it because it wansn't letting me do a restore on my ipod touch 4th gen. so now i can't get itunes back on my laptop and now my ipod won't work without it being hooked to itunes first.
