iCloud Contacts on PC
I'm trying to add contacts using icloud contact page on my PC.but there is no plus ➕ sign on the contact page and I am unable to add cnew ontacts there. Can anyone help?

It sounds like you are trying to add contacts on the iCloud website by clicking the + at the bottom of the sidebar as described in the following article, but you are not seeing the +:
